ABOUT JJ

Jennifer “JJ” Dominguez is a Licensed Clinical Social Worker, a community advocate, and the current Wilson County Democratic Party Chairwoman. For nearly three decades, she has dedicated her life to serving others through direct practice, community organizing, education, and policy advocacy.

Originally from Illinois, JJ moved to Texas 20 years ago and has proudly built her life in the rural community of Floresville. She and her husband, the son of a Mexican immigrant, have raised a diverse, blended family grounded in faith, service, and responsibility. Their four adult children embody those values today as a Navy Seabee, an Army Veteran, an engineer, and a skilled-nursing facility Activities Director.

JJ’s passion for public service began in high school when she was encouraged by her government teacher to graduate early and intern at the Illinois State Capitol. She later became a Page in the Illinois Senate, an experience that shaped her lifelong commitment to civic duty.

After earning her Master’s Degree in Social Work, JJ spent 28 years fighting for families — including 14 years as a dialysis social worker in rural Texas, helping patients navigate life-sustaining treatment and financial hardship. Today, she provides therapy to immigrants seeking safety and hope in the United States.

The Potential.

District 31 encompasses an area containing 11 counties in Southeastern, Texas. The population is estimated at 186,657 with 74% being of voting age, but there are only 121,717 registered voters. District 31 has been under Republican control since 2021 when influenced by political self-preservation following redistricting, the incumbent, Ryan Guillen switched from Democrat to Republican. Since that time, Mr. Guillen has maintained control of the district largely due to the failure of the Democratic Party to recruit viable candidates.

Voters in District 31 recognize that state-level policies that Mr. Guillen has pushed for including school vouchers, which have redirected taxpayer money for private schools, despite the fact that 93% of school age children in the district go to public schools, has negatively impacted the district and will continue to alienate hard-working  Texans. The district is comprised of 72% Hispanics  and 1 in 4 people live below the poverty line. The Republicans have been in charge of Texas politics for 30 years and it’s time for District 31 to recognize that they have been lied to by the dominant party and it’s time for a change.

JJ on the issues

  • JJ believes every child deserves a strong public education — no matter their ZIP code.
    Her priorities include:

    • Increasing public school funding

    • Raising educator pay and indexing salaries for inflation

    • Repealing private school vouchers that siphon money from public schools

    • Improving working conditions for teachers and staff

    • Ensuring retired teachers receive regular COLA adjustments

    Her mother was her 1st-grade teacher, and her own children attended Floresville public schools. JJ understands firsthand how essential strong public schools are for rural communities.

  • Health care is a fundamental human right — not a privilege.
    JJ will work to:

    • Expand access to affordable, high-quality health care

    • Support universal coverage

    • Reduce barriers to Medicaid

    • Address rural hospital and clinic closures

    • End the impossible choice between medical treatment and household bills

    Her 14 years as a dialysis social worker showed her the crisis Texans face. No one should have to hold a fundraiser to survive.

  • Texas ranks worst in the nation for mental health access, especially in rural counties. JJ’s plan includes:

    • Free statewide mental health services

    • More psychiatrists and providers through loan forgiveness and competitive wages

    • Expanded telehealth for rural communities

    • Better translation services

    • A coordinated, statewide treatment network

    As a mental health professional, JJ has seen the gaps — and knows how to fix them.

  • One in four people in District 31 live below the poverty line.

    JJ supports:

    • Raising the minimum wage to $15/hr (indexed for inflation)

    • Reducing gender and racial pay gaps

    • Improving economic stability for rural families

    • Strengthening local economies through increased consumer spending

    Hardworking Texans deserve a fair wage and a fair shot.

  • Texas rural communities have been neglected for decades. JJ will fight for:

    • Better roads, water systems, and internet access

    • Investment in rural hospitals and clinics

    • Support for rural educators and school districts

    • Economic development that benefits local families — not just corporations

    Rural Texas deserves the same opportunities as urban Texas.

  • JJ supports reforms that empower voters, including:

    • Implementing countywide voting

    • Reducing confusion at the polls

    • Saving election administration costs

    • Making voting more accessible during emergencies

    • Increasing civic participation

    When more people vote, Texas becomes stronger.
